ver the past decade, economic crisis has led to the deterioration of the historic utban fabric, social degradation, criminality and traffic problems. The "Civis System" utban pilot project for Genoa has to be seen in the context of a more extensive revitalisation programme for the entire Liguria region and the city as a whole. As such, one of the project's main objectives is to integrate the environmental, economic and social dimensions of urban development. Public actions will offer incentives to private organisations to encourage them to carry out new investments, which in turn will provide new confidence for the revitalisation of the historic centre.

Santa Maria in Passione

Part of the action involves refurbishing and revalidating the Genoa Acropolis, to include the restoration of the Santa Maria in Passione complex, the creation of an archaeological park, and the recovery of the S. Salvatore Church. The core of the project is the setting up of an urban observatory to stimulate joint public financing and private investments for upgrading and reviralising the city centre. Anorher of its tasks will be to reconcile environmental and economic objectives. The development of the information base will be directly linked to the European Urban Observatory, a network of European ciries set up and co-financed by the Community under the RECITE programme.

a dernière décennie aura été celle du recul pour les infrastructures physiques et socio-économiques du centre historique de Gênes. La crise économique s'est en effet traduite par une détérioration du tissu urbain traditionnel, une dégradation sociale, une recrudescence de la criminalité et une congestion de la circulation.

L'église San Salvatore

Le projet pilote urbain « Système Civis » de Gênes s'inscrit dans le cadre d'un programme plus large de revitalisation de toute la Ligurie et de la ville en général. A cet effet, un des principaux objectifs du projet est l'intégration des dimensions environnementale économique et sociale du développement urbain. Des actions publiques fourniront aux entreprises privées un encouragement aux nouveaux investissements, ce qui stimulera à son tour un climat de confiance, propre à dynamiser le centre histotique. A cet égard, l'action comprend notamment la rénovation et la revalorisation de l'acropole de Gênes ainsi que la restauration de l'ensemble Santa Mafia in Passione et la ctéation d'un parc archéologique. L'élément central du projet reste la création d'un observatoire urbain, lequel doit stimuler des investissements conjoints, publics et privés, pour moderniser et revitaliset le centre ville. Une autre des tâches de l'observatoire sera de concilier les objectifs environnementaux et économiques.
