Present studies of leadership practices in Nigeria public sector up till now mainly attempts to establish how far Nigerians have moved towards establishing ethical behaviour in the individual levels. However, these literatures have not adequately addressed the problem as the problem goes beyond just the individual but encompasses the system as well. To this end this research proposes a unified system of leadership development, which is fit for purpose and promotes ethical practices throughout the whole civil service structure in Nigeria.
