Step 1: Preparation (ii) Establish a clear vision for the project. Vision statement is based on definition & goals. It should represent community's identity & values. It should be exciting. Advantages: Vision is used in communicating with public & stakeholders. It is referred to for direction & refinement of strategies throughout process. It allows for establishment of benchmarks to measure success.

Step 1: Preparation (iv) Set initial general goals & project scope (i) Categories of goals: Economic: impact job growth, output & public sector revenue.

Regenerative: reinvestment, revitalization, or reuse of older buildings, land, or infrastructure.

Cultural: larger issues of equity, preservation, community identity & access to arts & other cultural resources.

Goals should be specific. Scope: small, large, or transformative. March 27, 2016

Engage government decision-makers Staff of government (e.g. local council and/or relevant departments) should be involved to: support the process; ensure that the plan is given priority;

Step 1: Preparation (viii) Key players are those who will be involved in designing & carrying out the planning process. Identify lead admin. agency, departments/organizations to manage the process & evaluate the admin. capacity. Identify partners & stakeholders involved in the implementation of a cultural plan.

Obtain approval for the planning process & keep the key players informed of the progress.

Who will be involved? Gather cultural & civic leaders to discuss planning concept, methods, costs, benefits & feasibility. Involve the following individuals from the beginning: Elected local council members; At least one senior municipal staff member; Community leaders. March 27, 2016

Step 1: Preparation (ix) Funding & Timeframe Determine potential cost. Develop a preliminary budget for the planning process. Identify funding sources for the planning process & make applications. Build relationship with potential sources.

Develop a detailed work plan: What work will be done & by whom? Develop a timeframe. Use public holidays for public consultations. Align cultural planning processes & timetable to other gov. strategic planning activities (management plan & budget) & to other funding application deadlines & funding cycles. Start thinking about how the implementation plan will be funded. March 27, 2016

Cultural Planning Process - Tips Before you start cultural planning: Read

e.g. articles/resources about cultural planning, other communities’ cultural plans.

Ask questions & listen to others in your community

e.g. issues of importance, accomplishments, key players, reports/plans.

Build your partnerships & alliances on trust, respect & collaboration.

Learn about the decision-makers in your community

e.g. governorate, agencies, organizations; how they work; issues on their agenda.

Research funding possibilities

e.g. local govenrment department under which cultural plan falls, budget process & application; other potential resources; application timeframes.
