CONSELHOS MUNICIPAIS COMO INSTRUMENTO DE CONTROLE SOCIAL: subsídios à construção de um modelo de análise para avaliação da efetividade 1

The scope of this article is related to the understanding of the role of municipal councils as instrument of social control of national public policies in order to identify the main factors that influence the effectiveness of this control. Therefore, the focus of this proposal is to build a model of analysis of social control system of the municipality, valid for all Councils established it. The model built focuses on the observation of five dimensions: transparency, participation, agenda power, autonomy and legitimacy.
