Mechanics for the Economix 2015 Debate Competition 1. The Debate Competition shall employ the Asian Parliamentary format. As such, each team should be composed three students. A school may send in a maximum of two (2) competing teams for the Debate Competition. 2. There shall be two teams each competing round: the Government and Opposition sides. a. The speakers in the Government side are the (1) Prime Minister, (2) Deputy Prime Minister, and (3) Government Whip. b. The speakers in the Opposition side are the (1) Leader of the Opposition, (2) Deputy Leader of the Opposition, and (3) Opposition Whip. 3. The motions for the debate will revolve around the topics of banking, finance, general economics, and current events. 4. The competition will use a veto system in determining the motion to be used in a round. a. Teams will be given three motions of which they will be able to discuss among themselves which motions they would like to rank from one (1) to three (3), with the motion ranked third automatically dismissed. b. The two teams will then compare their rankings with each other. The motion that remains shall be used. c. Should there be a same ranking of motions between the two teams, the highly-ranked motion would be used. d. Should there remain two motions of which the two teams have different rankings of motions, a coin toss to be administered by a Debate Competition official shall determine which motion would be used. 5. Teams will be given a maximum of twenty (20) minutes to prepare for their debate. 6. Upon the release of motions, all coaches, debate advisers, classmates etc., are prohibited from talking to the student debaters. If found, the team may be disqualified.

7. Printed and prepared materials may be used during preparation, but cannot be carried to the podium once debate has commenced. 8. Electronic devices of whatsoever kind are not allowed (cell phones, laptops, electronic tablets, etc.). If found, the team may be disqualified. 9. Only sixteen (16) debate teams will be entertained, with an additional four (4) teams waitlisted should another team be disqualified or shall back out. This will be on a "first-come, first-served" basis. This does not guarantee that the additional four teams will compete, but rest assured that teams will be given ample time to prepare should they be called to debate. 10. Teams who fail to arrive on time (when their team is called by the Debate Competitions Officer) will be automatically disqualified. Their spots shall be given to waitlisted teams. 11. The Debate Competition shall employ a “sudden death” mechanic, in which a debating team shall not compete anymore if they lose in a given match. 12. Constructive speeches are limited to seven (7) minutes, while reply speeches should last no longer than four (4) minutes. 13. Points of Information (POI’s) may be raised after the first minute of constructive speeches, but none after the sixth minute. No POI’s may be raised during reply speeches. 14. An adjudicator will signal the end of the first minute and the start of the sixth minute of constructive speeches with a clap. Two claps will be given when the time limit has been reached. The adjudicator has discretion on how much to deduct for overtime speaking. 15. Adjudicators are given five (5) minutes to deliberate and three (3) minutes to deliver the adjudication. 16. There shall be an elimination round, a semi-finals round, and a grand finals round.

17. The decision of the adjudicators is final and irrevocable. 18. Coaches and debate advisers are prohibited to watch the debates of whatsoever team. 19. The Debate Competitions Officer, with the advice and consent of the Director for Competitions and/or Convenors, has final authority on all things pertaining to the Debate Competition unless otherwise stated.
