IV. The Impact of Enforcement of Management and Conservation Guidelines

The fact that farming and fishing are the major sources of livelihood, indicate an effective enforcement of guidelines on conservation and management of the NLNP. .Moreover, Naujan Lake is surrounded by lands fitted for farming. Residents therefore benefit from farm produced more than fishing.

13.50 percent of the respondents are government officials, 2.50 percent are professionals, and 3.00 percent have the buy and sell business, 62.50 percent work as farmers, fishermen and hunters, 6.50 percent are engaged in business, 2.50 percent are machine technician and assemblers, 4.25 percent are laborers, 1.72 percent performs other job and 3.50 percent has no response. The occupations that thrived in the area are fishing, farming and hunting. Other pre-occupations are secondary only to the first three aforementioned.

Results show that the members of the household who go for medical check- up or consult a doctor due to illness is 53.25 percent, 19.25 percent of them do not go for medical check-up or consult a doctor due to illness.

Protected Area Management Board (PAMB) has the mean of 3.28 which is rank 1; Department of Environment and Natural Resources obtain the mean of 3.17 which is rank 3 and the Local Government Units (LGU's) obtain the mean average of 3.21. All items were rated to a moderate extent.
The result shows that the respondents believe in the authority of all the government agencies assigned for the conservation of Naujan Lake National Park. PAMB is the most trusted sector possibly because of its direct contact with the residents in the community.

Results show that there is a proper identification of NLNP stakeholders revealed by the mean of 4.10;establishment of supplemental and non-extractive income generating activities and livelihood is revealed by 3.78; in depth assessment of resource conflicts(3.67); people empowerment (3.58 ); varied levels of environmental ethos(3.73); recognition of socio-cultural and economic variables in resolving issues(3.79);complexity of resource use brought by diverse socio-political, economics and cultural background(3.73).

All items are perceived to a high extent which means that the residents are aware of the laws and guidelines on socio-cultural and economic development of NLNP. They have high regard for the officials who take charge of the protected area. They perceived that the PAMB officials are efficient and responsible in the discharge of their responsibilities related to the enforcement of rules and regulations.


Socio-cultural and Economic Environment

The percentage of death is low because the government has provided health workers to disseminate information as to health needs and of disease prevention. Added to this, barangay day care centers coordinate with BHW specifically in information dissemination and distribution of free medicines. Public hospitals of the nearby towns are also accessible to the residents.
Most of them have pit system making sanitation a prevailing concern but which is the least addressed.
The conservation guidelines have not been effectively implemented with regard to garbage disposal since majority of the residents still resort to incineration. More efforts will have to be exerted along this line.
As expected rice and vegetables are the basic food on account of the immediate environment .The guidelines on preservation have maintain the production of agricultural products. The lake has been a constant source of fish which are highly preferred by the residents.

Reliability of the Instrument

The researchers conducted the test and retest method to determine the reliability of the instrument. The statistician computed the reliability coefficient by using Pearson's Product Moment Correlation.

The modified Community-Based Monitoring System Survey of the Provincial Government of Oriental Mindoro was used .
PART I refers to the Issues and Concerns on the management of Protected Areas (NLNP) and conservation of natural resources such as biophysical environment, socio-cultural and economic environment, institutional policy and concerns raised by the residents.
PART II refers to the Survey questionnaire on the impact of the enforcement of the Guidelines on stakeholder and residents in terms of livelihood, health, sanitation, nutrition, biodiversity conservation, ecotourism, and agri-production. The respondents answered the questionnaire using 5 point numerical scale.

The result shows the high extent of the management's concern for the land conversion and ownership (3.63); settlement areas and availability of infrastructure support (3.91).However, they also strengthen the residents' participation in decision making (3.42); are supportive of the areas concerning updated database(2.82) , provide power supply (3.14) ; attend to solid and liquid waste management(3.15).It appears that the number one problem of the residents is how to convert idle lots to residential because majority of the residents are poor fisher folks. Moreover they have to contend with the problems accruing to ancestral lands.

The results show that the respondents ensure the preservation of NLNP as shown in the descriptive rating of high extent in the following items namely: AQUATIC ENVIRONMENT with the mean average of 4.04; watershed (b.1. alluvial plain b.2 Upland Agricultural Area/Forest (4.17) and hydrology (4.15)It is within the jurisdiction of DENR and other environmental agencies and one of their top priorities.
The results indicate that to a very high extent the PAMB, CENRO, DENR officials recognize status of the stakeholders On the other hand, the external stakeholders established supplemental and none extractive income generating activities and livelihood is perceived to a high extent (4.37);along with the varied levels of environmental ethos (4.11); socio-cultural and economic variables in resolving issues(3.62), in depth assessment of resource conflicts (3.96)and complexity of resource used brought by diverse socio- political, economics and cultural background(4).
II. Survey Results from the Implementers

The residents have yet to be encouraged in organic farming; they have been in the use of fertilizers for a long time.

F. Biodiversity Conservation

The National Park has not undergone improvement to make it a tourist spot and the residents are not aware of the prospects of NLNP as tourist attraction. Since NLNP is bounded by four municipalities, residents say that not all of them are willing to make it a top priority for eco-tourism. This is aggravated by the lack of funds as revealed by the interviewed government officials.

1.) The residents are aware of the rules and regulations to high extent regarding issues and concerns on the management of NLNP and conservation of resources to a high extent.

2.) The Department of Environment and Natural Resources, through PENRO, CENRO and PAMB had implemented to a high extent the rules and guidelines of the community-based resource management approach & strategic programs in the past five years from CY 2001-2006.

III. RESPONSE TO SUSTAINABLE DEVELPOMENT

Water system
Most of the forest areas were already converted to agricultural areas.
Fishermen were given permit by CENRO.
Mangyans are still engaged in kaingin system
Most of the projects of the government are infrastructures like: barangay hall, basketball court, school building
Many of the residents of Montelago,Duongan,Malabo, Tagbakin, Matulatula living near the coastal areas don't have facilities for sanitation
There's no power supply in some barangays within the vicinity of NLNP

SALIENT CONCERNS RAISED BY THE RESIDENTS:
There are some barangay officials who disregard laws of the NLNP especially in fishing, encroachment on fishing sanctuary, migratory fish species, lake water use, use of coastal waters for waste disposal and treatment .(i)Some programs and projects initiated by the government are destroyed by the people because they want people - oriented projects
There are no livelihood projects initiated by the government from 2001-2006
Tourism is not the priority program of the barangay within the area.
Some residents experienced conflict with Barangay officials in the implementation of projects in NLNP

The result indicates that the NLNP management priority programs are all beneficial to the residents and to the conservation and preservation of the area. The overall mean of 4.13 described as high extent reveals that the environmental guidelines and rules on conservation of socio- cultural environment are highly implemented.
The survey results show that to a high extent the government ensures the residents' participation in decision making (4.44); supports them by providing settlement areas and infrastructure projects (4.11);provides updated database ( 3.92); works on the provision of power supply (3.92); attends to solid and liquid waste management(3.81);and makes possible land conversion and ownership (3.46).

The alluvial plain and upland agricultural area/forest under the watershed category ranks first with the average mean of 3.54 which is described as high extent, hydrology ranks second with the average mean of 3.53 both described as high extent while aquatic environment ranks third with the average mean of 3.41 described as moderate extent. It means that the residents have a high degree of consciousness of the existing guidelines relative to the biophysical environment. The regular monitoring of PAMB has helped a lot in making the people aware of their environment.

BANGKLASE as a response to sustainable development offers an alternative learning for environmental education focusing on the need to manage earth resources for the benefit of the present and future generations. As explicitly stated in the Philippine Environmental Policy (PD.No. 1151), the advocacy on environmental conservation must gear efforts toward creating , developing, maintaining and improving conditions under which man and nature thrive in productive endeavors and ensure the attainment of a quality environment that is conducive to life of dignity and well-being.

Project Description

BANGKLASE is an educational shipboard aimed at conserving and preserving NLNP through environmental education, eco-tourism development, and public awareness campaign. It is a two - pronged strategy to promote the conservation of the lake as an alternative mode of learning biodiversity and likewise it will promote eco- tourism that will generate employment of the local residents and additional revenues for the local government units.

An eye- opener to all Mindoreños of their responsibility to conserve and preserve in perpetuity Naujan Lake National Park, to protect its natural and scenic area with national and international significance, maintain its unique and representational quality for spiritual, educational, scientific and recreational purposes.

Naujan Lake was first declared as National Park on March 27, 1956 via Proclamation No. 282 signed by President Ramon Magsaysay, with an area of 21, 665 hectares. The designated boundaries generally covered the entire watershed of the lake.
