Humanitarianism as Global Humankind Responsibility: A Case Study of Gaza Conflict Looi Theam Choy (Faculty of Arts and Social Science, University of Malaya, Malaysia)

____________________________________________________ Abstract: This paper purposely contributed to advocate humanitarianism approach for human life saving in Gaza. Israel advanced power is controlling the weak state; Gaza has no peaceful living standard beyond the future. In here, the major amendments in Gaza should focus on four ways such as positively media effect, rationally national justice and order, and liberal economy as primary deliberation for state and civilians survivals. Regarding to the media effect on humanitarian intervention, the most important thing is positively utilized media instrument but not used it in providing bias information to influence public opinions. Secondly, political goodwill exploiting media in the matter of humanitarian intervention also could effectively attract various people in humanitarianism. Strictly changing human behaviors in obeying national constitutions could obtain dignity and trusts from other states especially the state is threaten Gaza, Israel. Actually, the dignity and trust are derived from the source of strictly and rationally national laws against local criminals but to fulfill the humanitarianism approach, Gaza also needs to obey international laws as external protection. Brutal force relationship already destroyed both sides among Israel and Gaza. To change current situation, Gaza must concentrate on liberal economy as strategy to save those civilians. It can deal with international laws and non-state actors as protective foreign policies by diplomatic strategies. Moreover, the Republican liberalism also should apply in Gaza and Israel. This approach can tolerate with each other as well as cooperate to drop violently behaviors for both side’s survivals and prosperities. The study of humanitarianism implementation in Gaza was examined contemporary past cases to decide applicable theories of International relations to dissolve the conflict. Introduction To understand the term of humanitarianism approach, actually, it does not compulsory deploying military forces for peace operation in conflicts. On the other hands, non-military involvement as alternative option in peace operation can be defined as humanitarianism too just like the authors, Baylis, Wirtz and Gray state ‘humanitarian intervention is directed toward two purposes: proving emergency assistance and protecting fundamental human rights. Strictly speaking, humanitarian intervention can and often does take non-military forms: emergency aid in the form of money, medicine, food and expertise and human rights promotion through diplomacy and sanctions (Baylis, Wirtz and Gray, 2010: 309).’ Brutal force or killing each other is not the wise way to maintain a long term peaceful environment. Regarding to Gaza conflict, that has no benefit in state prosperity and development but only tragedies and destruction. Those refugees also depend on humanitarian intervention globally to survive in their owned state. When Gaza can be independently escaping from fears and threats? This question is the problem to think on solution for helping Gaza and its people. For current situation, Gaza must getting help from external assistance such as global humanitarian intervention. This means can go through by media publication to gain emotional empathy from other states. Utilizing and applying media effect can lead globally political goodwill to launch humanitarian aid in Gaza but it

can not be affordable eternally in long run. Hence, amendment of national justice, and order and it’s rationally implementation are primary consideration in Gaza for getting lifestyle and state improvement. National justice and order have to add on international laws as another factor should be existed in Gaza. This is the way to get respect from other states especially Israel. Rational justice and order against criminal issues as protector of the state is the solution to avoid hostility from Israel because Gaza is providing secured environment for foreigners to do their businesses. To avoid conflict from Israel, Gaza’s internal laws, constitutions and rules may need amendment on liberalism approach. In fact, current civilians are fear of threats from Israel, and also lack of basis requirement for survives but existing rulers and local government did not transform into open-minded strategy in economic sectors. Palestinians should engage in liberal economy, if they do so, this trend obviously can avoid brutal force from Israel causes involving various non-state actors as protectors by multinational relationship. In addition, application of liberal economy approach also counts as instrument to build up the state of Gaza and promote a culture of human rights. Humanitarianism approach basically adhere liberal factor. In term of liberalism way, ‘conflict and war are not inevitable; when people employ their reason they can achieve mutually beneficial cooperation not only within states but also across international boundaries. The authors, Zacher and Matthew (1995) also agreed that ‘in the long run cooperation based on mutual interests will prevail. This is because modernization constantly increases the scope and the need for cooperation (Jackson and Sorensen, 2013: 100-101).’ Inspiring liberal way as conflict dissolution in Gaza-Israel conflict, the bipolar political will must be consistently and mutually cooperative and tolerate with each other for state and human prosperities. Research Objectives:

1.To implement humanitarian welfare in Gaza effectively. 2.To emphasize human life as human resource for Gaza prosperity and development. 3.To recognize the destruction of human population in Gaza can negatively lead and influence the state development in Gaza. 4.To promote peaceful states without violently behaviors between Gaza and Israel.

Significance of the Study Human life is the source to develop and flourish a country. This study is to concern about respecting human life but not violently and brutally kill human life. Respecting human life is the way to maintain a peaceful environment between states. Moreover, peaceful environment actually is derived from respecting human life eternally as human rights without race, gender, language, culture and religious boundaries. Scope of the Study The perimeter of this study is mainly focused on the negatively relationship between Gaza and Israel states. It only includes the cases on refugees and casualties in Gaza conflicts, environmental destruction in Gaza states, and the conflict activities between Gaza and Israel states. Problem Statements The problem of media distortion is also happening in Gaza. Hence, an unfair treatment and public opinion emerged on media effect. According to the publisher of Jewish Voice for Peace (2014), it notes that

‘US and Israeli publications, especially, there are often referrals to Israel “surgical” or “pinpoint” strikes and to targeted assassinations. These terms imply a precision that does not exist, and that have resulted in extensive civilians casualties. News reports often refer to the cycle of violence as if both sides have equal power of Gaza and are equally responsible for the violent. The context of the continuing blockade of Gaza and the enormous disparities in fire power and overall control are not mentioned.’1 From the article, the publisher of Jewish voice for peace (2014), Israeli restrictions through Palestinians in Gaza have exacerbated a deep economic recession and high unemployment, leading to extremely high poverty rates. Basic supplies and medicine are restricted, while safe drinking water is scarce. 2Obviously, Gaza civilians have no freedom to obtain basic requirements due to the restriction and embarrassment from Israel. To aware the tragic of Gaza refugee’s life style, Dr. Farah (2000) provided an investigated report about their situation in Gaza. She states that ‘refugees and refugee camps are held hostage by history, politics and poverty. As half a century rolled by, refugees continued to live in overcrowded camps, whose legal boundaries have not changed since their establishment. One third of the Palestinian population remains in camps because they do not have the means to live independently. Refugees who acquire the financial means relocate outside camps and those with some means conduct renovations or expand their shelters; however, the majority of refugees is unable to do either and is in urgent need of support (Farah, 2000:2).’ In addition, the article of Jewish voice for peace (2014) also mentioned the date of July 2014; over 80% of the fatalities have been aimed civilians including many women and children. Base on the Gaza health ministry, 222 Palestinians have been killed, and over 1600 Palestinians injured in Gaza state.3 Less human resource training and less local organizational management are two factors difficult to flourish Gaza. These factors enlightened Dr. Farah (2000) explaining the important of human resource training and local organizational management through her investigated report and she recommends ‘training in human-resource planning and managing local organizations is important. It is therefore recommended that community leadership be fostered, especially from among the youth, providing them with training in managing, planning and implementing programs. Most importantly, it is necessary to provide training in community mobilization and encourage volunteer activities (Farah, 2000:16).’ The US back up on weaponry supplies to Israel is the problem escalating destruction in Gaza that comprised fatalities of civilians, destruction of infrastructure and injuries on civilians. 4 In facts, mass destruction in Gaza could not be avoided while the advanced power is seizing by Israel and controlling the Gaza population. In addition, the Jewish voice for peace publisher (2014) also states that ‘the US gives Israel upwards of $3 billion a year in military aid which it uses to procure weaponry from Boeing, General Electric, and Elbit USA, to name a few. In other words, US taxpayers are funding the Israelis attack on Gaza.’

General speaking, the Gaza conflict is a one-sided war targeting the Palestinians. This assault supported by super power, US in weaponry supplement for Israelis. We can seek the fact from publisher of Jewish Peace Voices (2014) and it explained the problem of Gaza situation, ‘by every measure, including fatalities, fatalities of civilians, injuries and destruction of infrastructure, the disproportionate impact or Gaza is clear while there is no excuse for attacks on civilians, whether in Israel or in the US, the threat from Gaza to Israel cannot be reasonably compared to the harm inflicted on Gaza.’ Background to the Study The key element of humanitarianism is the way to respect human life as human rights but not brutally or simply killing people without any reasons. An example can look through US policies. In Gaza, recently, above 400 children at UN school were sacrificed due to the bombardment from Israel. Those innocent children did not make any criminal actions in the region but simply and brutally sacrificed in that kind situation. Try to understand about what IR mentioned on humanitarian responsibility to emphasize human value in reality. To know this notion, Jackson and Sorensen (2013) also stated from their published book and note ‘statespeople first and foremost are human being and as such they have a fundamental obligation to respect human rights not only in their own country but in all countries around the world (Jackson and Sorensen, 2013: 147).’ 5 Achieving a successful humanitarian intervention in a weak state must know how to balance humanitarian implementation. Political will internationally should not surplus or less implement intervention in a weak state to avoid failure of intervention. This incident happened before in Rwanda and Somalia as a good example to let us deliberate it. The authors, Baylis, Wirtz and Glay were identified through their published textbook and they noted that ‘while UN secretary General Boutros-Ghali and US President Clinton starting out as intervention optimists but turning into intervention pessimists followed by failure in Somalia. This resulting lack of political will prevented effective UN intervention in Rwanda (Baylis, Wirtz and Gray, 2010: 317).’ Considering both mentioned historical lessons as failure interventions, UN, NGO or even IGO are required to bear in mind about these failure interventions to prevent Gaza happening again. Actually, the Gaza conflict could be avoided if both states, Gaza and Israel are obeyed and believed the important of international responsibility as a must statement to balancing the power among Gaza and Israel. This is why the authors, Jackson and Sorensen (2013) also mentioned ‘statepeople have foreign obligation deriving from their state’s membership of international society, which involves rights and duties regarding to international law (Jackson and Sorensen, 2013: 146).’6 Normally, the most and forward organization, UN is the responsibility in this term around the world. Farah (2000) noted that ‘in May 1950, the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) took over relief operations and since then has been providing educational, health and relief and social services to Palestinian refugees. Half a century later, over three and a half million Palestinians are still registered as refugees with UNRWA and approximately 1,120,000 inhabit camps in the West Bank, Gaza, Jordan, Syria and Lebanon (Farah, 2000: 2).’7 Apparently, international responsibility could be defined as one of the way to achieve the goal of humanitarianism. Considering the case of Gaza conflict especially those refugees, the international responsibility should be utilized for Palestinians survival but conversely Israelis ignored it and provided brutal actions as their option. 5

Dr. Farah stated that ‘the political and economic turmoil following the 1967 war had a negative impact on all the inhabitants in the West Bank and Gaza. For three decades, political repression, land confiscation, house demolitions, curfews and high unemployment levels characterized the daily lives of the inhabitants (Farah, 2000:2).’ The view of geopolitical phenomena between Gaza and Israel, inequality power has been emerging in long term period. According to the ancient politician namely Thucydides also recognized the existence of inequality power among states in the real world. However, Thucydides was a realist to promote his idea on international relation field but he also respecting human life as what he noted that foresight, prudence, caution and judgment are primary factors for political ethics in classical realism approach (Jackson and Sorensen, 2013: 68). 8 Thus, foreign policy distribution is not necessary applying brutal force between Gaza and Israel vice-versa. Unfortunately, the relationship on both sides do not concern on ethical foreign policy to balance their powers. Ultimately, mass bombardment from Israel to Gaza fostered many casualties and refugees. If they do so, civilians will be more secured within the sovereignty states. Transnational relation as open-minded strategic to maintain a peaceful environment in the real world but this concept has not been recognizing in the state of Israel that led the conflict against Palestinians. Humanitarianism as transnational respecting human life logically should be based on the globalization concept including people, group, and organization from different states around the world. This ideology should be promoted in Gaza state to help current refugees as well as state development. In addition, this ideology also derived from sociological liberalism approach and normally applicable in liberal cooperative countries such as EU and ASEAN under security community, again, Jackson and Sorensen (2013) explained the important of sociology liberalism emphasizes on society and state including many other type of non-state actors by the term of pluralism (Jackson and Sorensen, 2013: 103).9 Currently, mass destruction in Gaza already influenced outsiders or foreigners fear and yield from Gaza. General speaking, this approach may perhaps alert Israelis and their local government to make decisions on war carefully due to destruction on multiple non-state actors in Gaza possibly will influence other states internationally through external hostilities. Gaza also can capture human empathy to motivate them on humanitarian intervention whilst political arrangement on media publication. National justice should be strictly and rationally against any criminals or unethical issues within a sovereign state to gain dignity and respect from other states but the national laws also need to obeying international laws, purposely for humanitarianism approach. Apparently, the rationally national justice is one of the means to guarantee both state and human survivals in Gaza due to the real justice can deal with trustworthy for Israel to avoid unnecessary brutal attack. Political will in Gaza is not only managing justice issues but the state also needs to manage economic market to avoid its failure. In here, humanitarianism is to avoid killing each other by ruthless behaviors. Thus, the way to resolve it must depend on state prosperity through liberal economy system. Allied states can foster a powerful economic market against or avoid Israel’s brutal attack in the future because destructing Gaza will involve various non-state actors and international laws to protect Palestinians once essential liberal economy in Gaza is firmly established. Republican Liberalism approach is the way to provide peaceful states for Gaza and Israel. Intentionally, this approach is promoted toleration and cooperation among states, conversely dropping violently behaviors as human rights to maintain peaceful democratic states, Gaza and Israel. To capture the goal, it requires willingness of local rulers, government, politicians and enforcers changing current regimes or constitutions especially military conditions to more democratic and liberal ways. Research Questions 1. How to promote humanitarian welfare in Gaza effectively and internationally? 2. How to aware humankind about the important of human life to flourish Israel-Gaza states through mutual trust? 3. How to aware humankind about the achievement on balance of power between Gaza-Israel states without seriousness of human life destruction to restrict and limit opportunities for Palestinians to develop Gaza? 4. How to establish peaceful states for Gaza and Israel in cooperative and tolerate relationship?

Effectiveness of Media as Propaganda Strictly speaking, the power of media effect could be utilized to influence public opinions but the decision on humanitarian intervention in weak state must depend on goodwill, if not, more innocent peoples would be sacrificed by negatively media effect utilization due to the bias information influencing public opinions. Try to look at the case in Gaza to show the effectiveness of media as propaganda, the author, Ward (2009) had written down ‘Israel’s assault on Gaza in response to Hamas rocket fire has returned social media to the forefront of Middle East politics. More than any previous round of Israeli-Palestinian fighting, Israel is using its military might to control media on the battlefield, while partisans of both sides strive to influence public opinion using social media (Ward, 2009: 1).’ Winning the media battle is one of the goals leading public opinions either accepting or rejecting humanitarian intervention for certain unethical issues. Look at the case of Gaza conflict especially the tragedy of UN school bombardment from Israelis hostilities, the public empathy through media effects were led the tendency of global donation campaigns. Various global donation campaigns actually are indicating human emotion on empathy through those refugees in Gaza by published media. Strictly speaking, the propaganda across media publicly influences human motivation to step forward on humanitarian intervention. Normally, global politic agreement on

humanitarian intervention is motivated by media effect to launch peace operation (Baylis, Wirtz and Gray, 2010: 323). 10 In fact, media application could be utilized as political instrument to motivate public opinions on humanitarian intervention in positive way if political will as goodwill inspiration.

National Justice on rational way Criminal and insurgency issues always emerge in Gaza state but the former government, enforcers and rulers do not strictly obey and execute national laws and its constitutions to against those issues. Ultimately, a conflict appeared in Gaza leading a mass destruction without law commitment. For example, the case of Jewish voice for peace (2014) had published ‘three Israeli settlers teens were kidnapped on June 12, prompting a search and repressive crackdown in the West Bank during which Israeli forces killed 10 Palestinians, raided more than 1,000 homes and arrested over 300 Palestinians, many of whom were recently released in a prisoner deal with Hamas. Israel blamed Hamas, who denied involvement, for the kidnapping, covering up the knowledge that the teens were dead in order to initiate raids aimed destroying the new unity government, and whip up fear and hatred.’11 Gaza’s government should strictly follow the national laws to investigate the case as justice operation to win the dignity but Gaza did not. To gain dignity for a country in global arena, strictly and rationally applying national laws is compulsory for human and state survivals but the laws have to accomplish international rules, which containing ethical codes standardization. Here again, about humanitarianism has internationally recognized certain terms or what we called the specific name, Jus in Bello, consisting ‘Geneva’ and ‘Hague’ laws.12 Hence, the protection of victims in armed conflict and weaponry restriction are ethical codes under the rule of Jus in Bello (Baylis, Wirtz and Gray, 2010: 118). Palestinians can obtain protection if they willing to follow the mentioned international laws in Gaza due to the vital of primary function explained by Baylis, Wirtz and Gray (2010), ‘IHL is applicable to protect the victims of armed conflict through preventing war crimes. Such objectives are best pursued primarily through education and training rather than through postviolation prosecution (Baylis, Wirtz and Gray, 2010: 121).’ In addition, we could see the prosperity of economy in Singapore is derived from its strictly and rationally national laws and constitutions as a good example in global status. Try to view the similar case of Thucydides studied on Peloponnesian war (431-404 BCE), he states the minor power of Melos was appealed to the principle of justice which make its independence state embodying honor and dignity that won the respect from powerful Athenians (Jackson and Sorensen, 2013: 68).13 If Gaza also follows the above statements, it may win the dignity and respect from Israel that possibly lead a peaceful securing environment between Gaza and Israel. This mutual trust is one of the ways to balancing the power between both Gaza and Israel.

Liberal Economy Conflict between states always gets loss in economy, infrastructure and even human life among states. Hostility factor is the evil to destroy everything what we have and why peoples are still embracing it? Continuously conflict between Israel and Gaza do not gain any benefits for civilians and there is no advantage to flourish a state. Thanks to the contribution of Zeitzoff (2011) on Gaza conflict. He provides the fact

‘on January 4, 2009, Israeli Defense Force (IDF) ground forces, including tanks and large-scale infantry, entered Gaza and remained until January 21, 2009. The stated goal of the IDF in Gaza (named Operation Cast Lead) was to halt the increased rocket fire after Hamas chose not to renew the cease-fire. The IAF used large-scale aerial bombing against infrastructure targets, police stations, and smuggling tunnels in Gaza, along with targeted strikes against Hamas leaders. Israel’s superiority of force was also reflected in the lopsided casualty numbers. By the cessation of hostilities, approximately 1,300 Palestinian deaths compared to just 13 Israelis killed were attributed to the month long fighting (Zeitzoff, 2011: 3-4).’14 Fears of death and hostility factor in unsecured environment are problems to show no enlightenment on state development in Gaza especially economic development. Former government and state actors are not only strictly concentrated on national and international laws, they also need to provide political will on constructive suggestions for state development especially in economic sector for civilian’s survival and also overcoming jobless, lack of education and lack of economic investment. Jackson and Sorensen (2013) also noted that ‘political regulation may be necessary to correct or avoid market failures (Jackson and Sorensen, 2013: 166).’ In here, economic liberalism likes liberal diplomacy should be applied in Gaza for state improvement. A good example in Myanmar improvement is based on the contribution of Ang San Syuki, the liberalist of democracy to improve state’s economy from the oppression of military Junta. Recently, mass bombardments from Israelis already destroyed so many buildings, infrastructures and life in Gaza. Who else are willing to invest in Gaza now after seeing Gaza situation? Based on the analyzed report, written by Dr. Farah, Gaza civilians depend on the ‘work force runs small enterprises, mechanic and repair shops, retail outlets, etc. There are also many who work in the service sector, primarily as teachers, nurses and cleaners. However, the type of employment depends on the location of the camp (Farah, 2000: 3).’Thus, it still has not reaching global arena to improve Gaza economy for better lifestyle and good environmental condition especially for next and further generations. Gaza may follow global trend to improve current situation, mostly on economic strategy by national diplomacy. Seeking allies in Middle East countries for mutual gain in liberal economic system are first choice in Gaza. Protection from allied states to prevent or against Israel brutal force in the future due to limited military force in Gaza against Israel can depend on the power and protection of liberal economy by multiple states and international laws as well as power balancing between Gaza and Israel states. Meanwhile, Gaza government also can deploy various diplomacies in the Middle East countries or even in global stage to persuade them for capturing mutual trust and mutual gain in the scopes of economic investment, free trade and development. Purposely, this intention is for state prosperity to help civilians in survival way without killing each other as well as improvement of basic requirements for Palestinians.

Republican Liberalism Existence of hostilities between Gaza-Israel conflicts had launched a lot of bombardments to ruin the states. Why both political willpowers never promoted peaceful solution to mitigate violently behaviors? To believe human rights, Jackson and Sorensen claim that ‘liberal democracies are more peaceful and law-abiding than are other political system. The argument is not that democracies never go to war; democracies have gone to war of often as have non-democracies. But the argument is that democracies do not fight each other (Jackson and Sorensen, 2013: 113).’ 15 Actually, both Gaza and Israel could tolerate each other as well as cooperate with each other to a more peaceful world. This is because of republican liberalism approach providing cooperation opportunity with international relations instead of conflict, which can cater a peaceful environment for Civilians without violent (Jackson and 14 15

Sorensen, 2013: 113). Permanently peace and securing states, Gaza and Israel have to deliberate and consider Republican Liberalism way purposely for human and state prosperities beyond the future. A good reason that claimed by Jackson and Sorensen (2013), ‘Republican liberal are optimistic that peace and cooperation will eventually prevail in international relations, based on progress toward a more democratic world (Jackson and Sorensen, 2013: 115).’

Conclusion Media as propaganda is a powerful instrument to influence public opinions and politic will either launching humanitarian intervention or vice-versa in a weak state. Regarding to the Gaza situation, the positive impact of media propagation has been successfully influencing many people around the world to promote various donation campaigns. This is a good sign and ethical impact to prove a lot of people were involved in humanitarianism approach. A peaceful world requires humankind relationship through human value interdependency but not intentionally killing each other. National laws commitments are very important purposely securing human life from threatening factors. To match the humanitarianism approach, the national laws must accomplish international laws, intentionally gaining sanction of humanitarian implementation. Compromised laws in a sovereign state easily threaten by external hostilities, where we could examine the case of Gaza conflict. Basically, the issues of mutual trust should be the primary consideration on state and human survival. Palestinians must rationally obeying national constitutions and laws to get respect and assure from Israelis, which could enlighten a trustworthy relationship in bipolar way. Once Gaza former government seriously emphasizes the local constitution for criminal prevention or mitigation, surely the state will get the dignity and respect by Israelis or even in global status in the future. Destruction of human life is equivalent to destruction of state development in conflict escalation among states. Open-minded strategies in economic development are the survival way to reject state’s conflict. If Gaza government really cares about state prosperity, rulers are willing to think about economic development in liberal way through multi-polar diplomacies in global arena. To reject brutal force between Gaza-Israel states but accept humanitarianism approach, Gaza must depend on diplomatic strategies in other states. This approach can produce a balance of power between Gaza-Israel states due to multiple non-state actors and international laws as back up supporters to prevent conflicts from Israel for long term planning. To establish a peaceful state in Gaza, Liberal Republication approach is needed to dissolve the conflict. In fact, this approach actually is more focusing on human rights that needed to save those innocent refugees in Gaza. Of cause Republic liberalism is derived from democratic philosophy, which proving rules of no brutal force. Obviously, both Gaza and Israel really require toleration and cooperation elements to build a non-violently intention state. Any conflict can deal with political negotiation but not in military form to brutally killing each other.
