MODERNIZATION OF THE PUBLIC ADMINISTRATION SYSTEM AS A MULTIDIMENSIONAL PROCESS

MARIAM MARGARYAN Doctor, Professor in Political science, Head of the chair of political management and political analysis of the Public Administration Academy of the RA MODERNIZATION OF THE PUBLIC ADMINISTRATION SYSTEM AS A MULTIDIMENSIONAL PROCESS The article states the approach, according to which public administration systems of Europe and America have gone through different historical developments, but both have general characteristics of M. Weber‟s and W. Wilson‟s approaches. The author believes that developing countries need to combine value systems of „governance‟ and „management‟ to overcome political crisis and respond to existing challenges. The process of modernization entails the collaboration of the targeted upgrading, and modernization of the ruling elite, business elite the trade union (tripartizm) leaders according to new public management principles rather than the mechanical reforms of traditional model of public administration. The author is refers to the inefficient practices of illusionary or colorful ("Reforms from the bottom") revolutions offering to implement modernization through "reforms from above" scenario. In this case, the ruling elite display the will and provide the institutional efficiency of all public administration actors, through the scientific-analysis paradigm. доктор политический наук, профессор МОДЕРНИЗАЦИЯ СИСТЕМЫ ПУБЛИЧНОГО УПРАВЛЕНИЯ КАК МНОГОВЕКТОРНЫЙ ПРОЦЕСС Обосновывается подход, согласно которому модернизация европейской и американской общественных систем прошла различные пути исторического развития, однако подходы М.Вебера и В.Вильсона приемлемы для обоих. Автор уверяет, что развивающиеся страны для преодоления кризиса политического развития и противостояния существующим вызовам должны сопоставлять системные ценности понятий “governance” и “management”. Процесс модернизации подразумевает не механическое реформирование традиционной системы публичного управления, а целенаправленную модернизацию взаимоотношений руководителей правящей элиты-бизнес элиты- профсоюзов (трипартизм) по принципам нового публичного управления. Принимая во внимание неэффективность опыта иллюзорных или цветных революций (“реформ снизу”), автор предлагает провести модернизацию по сценарию “реформ сверху”. В этом случае правящая элита проявляет волю и обеспечивает институциональную дееспособность всех акторов общественного управления через научно-аналитическую парадигму.
