As part of the installation process of formal democracies in Latin America over the past three decades, there has been an intense process of political participation, whether as social movements is as much as social capital - linked to a so-called "new institutionalism". Simultaneously, several important countries in the region in recent years have been governed by presidents with marked centralization of power, using legal instruments, constitutional reforms or forming broad coalitions. Decisive aspects of this analysis consist of the reforms that the state has experienced since the last decade, which sought to create shared spaces of accountability, decision and implementation of governmental actions with civil society and the private sector - among them stand out social policy management councils. At this point, we investigate whether the theories of institutional participation retain their explanatory power, if social movements (new or traditional ones), allow us to better understand the situation, or even if what prevails might be an hybrid version that combines the persistently hierarchical structure whith the subaltern inclusion of Latin America in the world system
