Abstract
A STUDY ON INFRASTRUCTURAL DEVELOPEMNT IN VILLAGE TILPAT
Now days we can see that the rural population is also well educated and prefer living in a well refined infrastructure but unfortunately as compared to the urban population they are facing many infrastructure related problems. An improvement in the infrastructure will result in the upcoming livelihood opportunities and also an access towards the market. There are many organizations that are providing infrastructure facilities in the rural areas but there is hardly any improvement shown in the rural infrastructure as a result of the facilities provided by them, this is due to their major focus on developing the urban infrastructure to more and more heights. The study focuses on the infrastructural development proposed and provided in village Tilpat of Faridabad District of Haryana by the mutual effort of government of India and various NGO's. The focus will be on assessing the awareness on improving the infrastructure, facilities provided by the organizations for every house in the village, livelihood of the villagers, access towards the markets. This is an empirical study based on primary and secondary data.

A STUDY INFRASTRUCTURAL DEVELOPMENT IN VILLAGE TILPAT

Introduction
Rural areas are also known as 'countryside' or a 'village' in India. It has a very low density of population. According to the Planning Commission, a town with a maximum population of 15,000 is considered rural in nature. In these areas the panchayat takes all the decisions.
The National Sample Survey Organisation (NSSO) defines 'rural' as follows:
An area with a population density of up to 400 per square kilometer,
Villages with clear surveyed boundaries but no municipal board,
A minimum of 75% of male working population involved in agriculture and allied activities
Rural development is basically represents the initiatives taken by the government to improve the standard of living of the people by providing employment opportunities to them, infrastructural development, health centers, education facilities etc. Infrastructure is an organizational structure that stands like a pillar by which any society can function. Better infrastructure facilities will result in better functioning of the society. Infrastructure include various sectors such as –
Telecom
Power
Roads
Drinking Water
Sanitation Facilities

Telecom – According to the recent studies done there has been a massive improvement in the telecom facilities provided in the rural areas in comparison with the facilities that had been provided earlier. The latest wireless networking in the telecom sector hasn't left behind the rural areas as they provide a wide range of networking area .There are regressive subsidy schemes provide in the telecom sector.

Power – There are approx 50% of the household which gets a regular power supply and rest of the households have a high rate of power outages. There are no houses which have a private provision facility .There are high subsidies on the power tariffs and the government also does not show any interest. The rural sector gets an inadequate government fund by which there is no scope for further improvement in the power facilities

Roads – As we know that in all the rural areas there is always a problem in the transportation due to the improper construction of the roads. Most of the accidents are caused due to the bumpy and the zigzag roads in the rural areas. The main focus while talking about road construction is to provide employment to the rural residents who are unemployed.

Drinking Water – The drinking water provided in the rural areas is not pure and is contaminated and this impure drinking water leads to many diseases. In the rural sector people are even charged for the drinking water and this does not even vary with the quantity they have consumed and the quality of the drinking water has also deteriorated.

Sanitation Facility – The rural sectors are lacking funds for establishing sanitary marts and government hardly provides any support to them regarding this and hence their cleanliness gets destroyed and this leads to a lot many diseases. In case the rural residents land up with any diseases they have to go to the cities in order to get their treatment done as there are no hospitals situated in the rural areas.

As we can see that the rural households have less income which leads to their lack of affordability to any of the infrastructure facility. Accordingly government has to take up the various initiatives for the improvement in the infrastructure services in the rural areas. Rural infrastructure development is the main focus of the government as it leads a overall development of India.

India cannot grow until and unless the rural and urban sectors grow hand in hand. There required a change in the economic growth and social justice at rural sector. This change can only be brought with the change in the standard of living of the residing people in rural area which results in economic development of the economy. Standard of living can only be improved with better infrastructural facilities in rural areas.
Scope of Study
The study is based on Village Tilpat located in Faridabad District of Haryana State. As per the census 2011 the population of Faridabad is 17, 98,954 and 20%of the population is residing in Rural. Tilpat is located in the north east of the Faridabad with the population of approximate 18 thousand. Tilpat is surrounded by the villages like Surdas, Palla, and New Tilpat.
The study focuses on the infrastructure facilities provided in village Tilpat which can upgrade the standard of living of people residing there. This created an awareness and usage about the infrastructure facilities in the rural areas.

Objective of Study:
To know the development status in the village Tilpat regarding infrastructure of village
To assess the Government initiative for the development in village Tilpat

Research Methodology: This paper is based on empirical study and fact based information collected through primary data. Secondary data was also taken for this research. The Research Area is village Tilpat in Faridabad District of Haryana State
The Study is based on the data collection tools are observations and response through interview of 80 families of village Tilpat.
Observation:
The study includes the following observations –
The village contained both the rich and the poor, people living in the same area just happen to be of the opposite category, there are people in the same village "Tilpat" who have all the luxuries that the urban households enjoy and there are a few of the families in the same village "Tilpat" who do not have proper house even to live in and protect themselves.
As we can see the politicians or here we can say the head of the village i.e the sarpanch always live in a luxurious manner for example only in front of the sarpanch's house there is a proper drainage facility whereas the rest of the village does not enjoy the facility of drainage system.
The people in Tilpat area are provided with only two shops within the village and in case there are in need of any product apart from those two shops which are available in this area they have to go to the urban areas for shopping.
The roads in this village are too bumpy and zigzag and hence may cause an inconvenience in transportation from one place to another.
No public transport facility available within the village. To go to city sites, they are required to walk approximate 1 Km to get a public vehicles
The entire village "Tilpat" is not provided a hygienic drinking water facility and due to unhygienic water there are many people who are suffering from the worst disease like cancer.


Suggestion –
All the people in the village should be provided with the basic facilities some of them are enjoying more than the required and some do not even have the basic facility; the best suggestion here is that the people not having the basic facilities should be provided with the same.
There should be social justice. All infrastructural facilities like drainage system , safe drinking water should be provided to all.
Improvement in the construction of the roads as these roads are bumpy and zigzag may increase the number of accidents in the village which again a inconvenience to people residing in village Tilpat.
The government should utilize the funds in order to supply a high order drinking water in order to reduce the number of diseases which are causing due to unhygienic drinking water.
Many of the people may have an emergency to go to the hospital due to their illnesses but the village does not have any hospitals except one PHC(Primary Health Centre)so a diseased person will have to go all the way to the city for their treatment.
There are many households who suffer due to the improper drainage systems so the government has to look into this matter seriously and provide the village "Tilpat" with an improvised drainage system.
Conclusion:
The positive point was that
All the residents in the village had an proper supply of electricity
There were good sanitation facilities provided in the village
There are many organizations working for the improvement of the village.
There at least a few in the village who enjoy the good drainage system facilities but there has to be a drastic change in the rest of the village regarding the same.
There is a safe livelihood in the village and this is an advantage for them as compared to the rural sector of our country.
People of Tilpat are aware of the different infrastructural facilities but they are not availing these facilities as these not efficiently provided by the government. This awareness created consciousness that helps in gaining and making this Village Tilpat –a better living place. There are many factors like girl child education, awareness about hygienic conditions etc on which the infrastructural development and improvement depends.
