Benefits to utilizing a community – policing program
Almost instantaneous, community – policing enables the police department to establish a better relationship with the community.
When police officers enter a community known for high crime rates, they not only become enforcers of the law, but social agents who show concern about the community's problems and want to help reduce the crime and fear of the people residing in the area.
When officers become an integral part of the community, they experience greater job satisfaction which in turn helps them be better officers.
Why adopt a community – policing program?
To prevent crimes
To improve police/community relations
To reduce the fear of crime
To develop political support (Rohe, Adams, & Arcury, 1997)

How does TRIAD work?
(SENIORS AND LAW ENFORCEMENT TOGETHER)

It is the advisory board members or group that carries out TRIAD activities.
Members and groups vary from community to community, but often include the following designee of community leaders and citizens:
Police Chief
Sheriff (if applicable)

What do TRIAD's do? Continued..
ASSIST: Recruit and train senior volunteers to better understand the roles of the police and sheriff's departments so that they may assist them.
DETERRENT: Provide a forum for law enforcement to work together with seniors to heighten awareness, thus creating a deterrent. (NATI, 2015)

What do TRIAD's do?
TALK: Provide a forum for law enforcement and the community to talk with seniors about their concerns and methods that could help address solutions to those concerns.
RESPOND: Sponsor crime prevention, fraud awareness, victim/witness, reassurance and preparedness programs to equip older persons with the necessary knowledge to most effectively respond.
INVOLVE: Unite seniors, sheriffs, and local police to identify problem areas for seniors in the local community and to involve all outside resources to implement community-wide solutions.


What is TRIAD, continued..
TRIAD is empowering seniors to find solutions to their needs through self designed programs and activities, or by utilizing other resources such as community support, outside agencies, private businesses and independent organizations to achieve their goals. . (City of Taunton, MA - TRIAD., n.d.)


What is "TRIAD"
TRIAD is law enforcement agencies in a county (sheriffs office, police department) and older or retired persons in the community to work together.
TRIAD is the concept of cooperation between law enforcement and the senior services and seniors in the community to reduce the criminal victimization of the elderly.
TRIAD is a partnership to address crime issues that affect older citizens and methods that may expedite delivery of law enforcement services to these persons.
TRIAD is enhancing the lives of seniors by assisting them in defining and prioritizing their needs.



Elderly Residents in Fairfield County Targeted by Thieves Masquerading as Utility Workers
According to this news report:
-The elderly, some suffering fro dementia, have been preyed on in their own homes.
-Thieves target the elderly in the suburbs, ransacking their homes, while the homeowners are distracted.
-The robbers claim to be utility workers, power company, and tree-trimming service.
-We must help the community to prevent crime from happening to the elderly. (Young, 2015)

Why does our department need TRIAD?
Partnering with TRIAD will show the elderly, and also members of our community that our department cares about everyone, that includes people who are not able to help themselves.
Our department is here to reduce any crime against the elderly and help improve their lives.
Our department doesn't discriminate against anyone, and since criminals see the elderly as easy targets, we need to prevent any type of harm to our elderly who help build this community (NATI, 2015)

Police officers will have a better understanding of the needs of the community and match those needs with the right agency.
TRIAD helps prevent elder abuse, aids in reporting and shows recognition of the issues they have in their community.
Police officers and other police departments learn how to work together with the citizens they serve, within their department, other police departments and other local government agencies.
Combined police efforts benefit society as a whole and their own department, as citizens begin to support police efforts. (W., M. H., & S., M. L. 2014)

Instead of concentrated efforts on writing tickets and responding to 911 calls, officers become innovators and problem solvers who are recognized by the people in the community as community leaders.
Community – oriented policing gives officer of lower rank and less experience a chance to become more involved in crime reducing programs to make a difference in their communities. It also allows the officer to be known to community members which will help put them at ease and trust the officer, maybe even be a future resource for the officer. (Ferreira, B. n.d.)

Broken Windows Theory
Deny the perpetrators the opportunity and/or desire to commit a crime against the elderly.
Help identify things that may entice criminals to break into a home and rob it.
Patrol the roads to deter criminals from committing a crime in that neighborhood.
Summary
Community policing in not a quick fix. For it to be successful, it demands a long term commitment for all involved. It should not be sold as a remedy and there must be realistic expectations as to its potential to improve the quality of life in neighborhoods. (W., M. H., & S., M. L., 2014)

Having the elderly come together and share ideas with each other on how to protect themselves and each other in the neighborhood and agreeing mutually on them, the more likely they are to succeed in preventing crime in their neighborhood. Also believing that the majority of people have a good intent then they are not as worried about becoming a victim of crimes

Members and groups involved in TRIAD/community – policing varies from community to community.

Some of the theories behind Triad is the Broken Window Theory and the Normative Sponsorship Theory. Both of these theories gear towards protecting the elderly from crimes.

Community policing programs efforts place emphasis on working in the communities not just showing up when they are summoned.

The elderly are use to the day-in-age when they could leave windows open, doors unlocked and not have to worry about someone breaking in to their homes and robbing them or attacking them. So this theory helps prevent crimes from happening to the elderly. By patrolling the neighborhood and looking for anything that may be out of the norm, or seeing anything that has been vandalized may be a sign of a crime that has happened, may happen or is currently happening.

TRIAD is a good way for law enforcement to show they care about the communities they work in that they do care and want to help the elderly citizens.
