Technical Program Chairs' Overview On behalf of the Technical Program Committee (TPC), we would like to welcome the delegates and their guests to the 17th annual Canadian Conference on Electrical and Computer Engineering (CCECE). CCECE provides a forum for the presentation of technical papers that encompass a range of engineering and computer disciplines. CCECE 2004 drew a record number of 1073 submissions from more than 35 countries around the world, The submissions were sent to the members of the TPC and to 94 additional reviewers for review. Every submission received at least two independent reviews. The Chairs would like to thank the TPC members and the reviewers for their hard work and dedication. Time and space limitations did not allow us to include many fine technical submissions to the program. The CCECE 2004 Technical Program includes 570 papers which is an acceptance rate of 53%. Accepted papers can be broken down among the six main themes of the conference as follows: Circuits, Devices & Systems (68), Communications & Networks (1 82), Computer Systems & Applications (71), Power Systems & Applications (62) Signal & Image Processing (114), Systems & Control (35), all to be presented in oral sessions, as well as 38 additional papers to be presented in the Wednesday afternoon poster session. The accepted papers are organized into 60 lecture sessions and 1 poster session. There are 10 parallel oral sessions with eight or more presentations in each session. There is 1 poster session with 38 papers. The allocation of the papers was based on topic of the paper. Our objective was to keep the technical content of the sessions as focused as possible. A highlight of the conference is the three special sessions which were selected to address important issues in emerging and active areas of research - these are on Monday afternoon (MAlO), Tuesday morning (TM5), and Tuesday afternoon(TA10).

We have two outstanding plenary talks scheduled. On Monday morning, Dr. Brzustowski, President of NSERC, will present a talk on "Science and Engineering Research in the Next 25 years - Some General Features". On Tuesday morning, the 2004 McNaughton Medallist, IEEE Canada's highest honour, will address the delegates of the conference. Jeff Seifert, Cisco Systems Distinguished Engineer, is the guest speaker during the Monday lunch event. Jeff will present our delegates with his views on the challenges and opportunities in the emerging field of packet voice technology. Dr. Ray Findlay, IEEE President 2002, will offer a unique perspective on the IEEE Milestone Program and the background to the dedication ceremony at Decew Falls when be addresses delegates and guests during the conference's Banquet Dinner on Monday, May 3, 2004. One of the pleasures of the responsibilities as the Chairs of the TPC is to oversee the judging for the Student Paper competition. On Tuesday, May 4, 2004 a special student awards luncheon to honour the best student papers of the conference will be held. The guest speaker, Terry Peach, Manager of Organization and Staffing at General Electric Canada will address students and delegates, during this event. Workshops are an integral part of CCECE and Bruno Di Stefano, Workshops Chair, was instrumental in preparing an excellent program for CCECE 2004. Of the 10 proposals received, three were selected for presentation on Sunday, May 2, 2004. These workshops cover leading edge topics of current interest to our delegates and student participants. Finally, we would like to express our deep appreciation for the support received from IEEE Canada and especially to Ray Findlay, MO El-Hawary, Bill Kennedy and Vijay Bhargava.
