English Proficiency Rate of the Students
in a State University

English as considered to be the language that is recognized and understood by most of the people everywhere is dominating international business, politics, and culture more than any other language in human history as stated by Rohde.
"A language becomes an international language for one chief reason: the political power of its people - especially their military power." (Guardian) It is widely believed that "English is truly the world language." (Stevenson) English seems to be emerging, if it has not already arrived, as a global language. If this were to become official, it would reduce the number of mistranslations. It would make communication across cultures much easier. Language may be a cornerstone of culture, but the culture itself would not have to disappear if English were used as a second or third language for the pure purpose of communicating globally. "English is the only language used in international air traffic control and is virtually the only language of a whole range of other activities from scientific research to pop music." (Stevenson) English may not be the best choice, but it is the obvious choice, for an international language. Whether we like it or not, the English language is becoming the global language.
People all over the world are trying to learn English so that they may compete globally. This is especially true of international businesses. With that conclusion, fortifies the need of speaking and/or writing the proper structure of English language.
In the Philippines, English is used in official documents of business, government, the legal system, medicine, the sciences and as a medium of instruction. The use of English attempts to give an air of formality, given its use in school, government and various ceremonies and even the percentage of media such as cable television and newspapers are also in English. In fact, Filipinos consume a lot of foreign films and TV in English, which are not dubbed or given English subtitles. School textbooks and medium of instruction are also mostly in English except for Filipino-related subjects.
The Philippines must have to celebrate as the country still enjoys a good English speaking population, as represented by half a million English-proficient employees of the US$9 billion Dollar revenue contributor of the country for the business process outsourcing industry. John Langford, executive vice president for the Business Process Association of the Philippines (BPAP), said the Philippines still has a competitive edge in English proficiency primarily due to its affinity with Western cultures. "We need to continue to partner with the government and academe to continue raising the level of English proficiency of the Filipinos in order to sustain the future growth of the industry in the Philippines," Langford said.
As being part of the Computer Age, being competent of the international language will uplift the country's state which will be best to be taken up to test to the students who were currently enrolled in their tertiary grade. This study would also help the state university to determine the course program that has the highest and lowest English grammar competence in this generation.
